The picture is already complete, which makes this format unusual: the fire is the argument and the caption only has to name what is burning.
Label the room, or the dog, or both. The caption should be understated to the point of blandness — any acknowledgement of the fire undercuts it.
It is the single most over-used format on this list, so it has to be genuinely apt. If your situation is not actually a slow-motion disaster being ignored, use something else.
